Attacks on inclusion and freedom of education continue. The Valditara Bill 2423, accompanied by the Sasso and Amorese bills currently under discussion in the Chamber of Deputies, intervenes in a reactionary and repressive manner in the area of sexual and emotional education. The Valditara Bill provides for: Mandatory written consent from families for every student participating in activities related to sexuality. Mandatory revision of the PTOF and the Co-responsibility Agreement to include family consent.

Informed consent from families will be required to conduct extracurricular educational and teaching activities and to expand the curriculum regarding sexuality. Decisions will be based on a detailed review of the teaching materials related to the activities, which must be provided in advance.

This constitutes a serious interference in the freedom of teaching and in the definition of school curriculum, which is the responsibility of the Teachers' Council. It also constitutes a serious restriction on the right to education and training, subject to the veto of families, resulting in discrimination among students.

Aware of the highly questionable nature of this move, even on a formal level, Valditara has carefully considered securing family consensus by effectively reforming the PTOF (Programme for the Teaching of Educational Activities) and the Educational Co-responsibility Agreement. As stated in the bill, and more specifically in the Sasso proposal, schools will be required to review the Agreement and include a specific section in the PTOF entitled "Sensitive Activities Regarding the Personal Sphere."

Preschool, primary school, and, in the Sasso proposal, even lower secondary school are strictly excluded from any activities regarding "topics related to sexuality."

Activities may be held in high schools, but with severe limitations, not only due to strict family control, but also due to the rigid content limitation that reflects a sex-phobic and homophobic perspective.

The Sasso bill, linked to the Valditara bill, proposes the following objectives:

Abolish Alias career paths, except in cases where formal "sex assignment rectification" is demonstrated;

Abolish so-called "neutral bathrooms," requiring a distinction between male and female bathrooms and changing rooms, and requiring students to "use only those of the sex assigned at birth." A similar requirement applies to participation in sporting events in both male and female categories;

Prohibit activities "in any way connected to issues concerning gender identity or fluidity or sexual orientation, or that may even implicitly promote sexual or gender transition."

If any doubts still remained, Amorese, author of the other bill related to the Valditara Bill, reiterates the objectives of the measure in his introduction. He specifies the need to curb, in schools, the "spread of distorted cultural models and ideological contaminations that appear intolerable," and reiterates the need to ensure families play a decisive role in school education on sexual, emotional, and ethical issues.

It is unacceptable to attempt to stifle any attempt (even if lacking formal external relevance, such as the Alias career path) to include and embrace the processes of constructing gender identity during adolescence, and to even grotesquely dictate which bathroom to use.

This is the response the Ministry has successfully given to the need to promote activities that deconstruct gender stereotypes, educate about emotional and sexual relationships, and prevent the spread of violence!

We strongly reject this bill, inspired by the gender obsession rampant among the most conservative right, by an exasperated familism that demands the educational primacy of the family, by contempt for public schools and their governing bodies, by the repression of academic freedom and the restriction of the right to education.

We reject any form of control and censorship of teaching and academic freedom.

We reject any form of discrimination, homophobia, sexophobia, and obscurantism.
