According to certain nationalists, immigration is responsible for all
evils. Sometimes she would endanger the French language, sometimes she
is accused of stealing "jobs" or of being profitable; it depends on the
time. We are therefore not surprised that some politicians point the
finger at immigration as the main cause of the housing crisis.
Designating a scapegoat is a recipe used many times. It allows attention
to be diverted from the catastrophic management of various governments
which for 40 years have left the "invisible hand" of the market and
speculators in charge of a right as important as it is elementary as
that of housing. When governments intervene, it is often to cut funding
or soften (or even abolish) certain regulations for the well-being of
owners.
Boosting the fiber of identity and nationalism also makes it possible to
conceal the growing inequalities and to exonerate those who are truly
responsible, that is, this minority of owners who exploit the majority
of people. But it seems that the "angry" PQ members are jubilant and
asking for more. Unfortunately, the next few years are likely to be
difficult. We have not finished hearing the speeches about our so-called
"reception capacity". As the ecological and migratory crisis worsens,
the social and political situation risks getting dangerously worse.
Immigration and the movement of populations are not new phenomena in the
history of humanity. But today, the departure of these people fleeing
droughts, floods or even rising waters is not completely unrelated to
the most deadly dynamics of global capitalism. These people pushed onto
migratory routes are the main victims: "of international division, of
access to work, wealth, resources but also of exposure to ecological
nuisances" (Madelin, p.257). Advanced capitalist countries are primarily
responsible for the majority of CO2 emissions since the industrial
revolution. They therefore have a moral responsibility to provide
assistance and shelter to these climate refugees.
If we do not get out of this deadly logic and do not begin a necessary
decline, there are three scenarios that are emerging for us according to
Pierre Madelin, the author of The Ecofascist Temptation, namely: green
capitalism is the bet of the CAQ and the PLC which are investing
massively in the development of renewable energies, such as the
Northvolt project and which are generating unbridled extractivism to
develop a renewable energy network.
The second scenario is carbofascism, a concept that is analyzed by the
Zetkin collective in the book Fossil Fascism: The Far Right, Energy and
Climate. It consists of a headlong rush coupled with a contempt for
environmental issues. Today it represents important political and
electoral forces. We only have to think of Bolsonaro's Brazil and
Trump's USA which have promoted openly ecocidal policies: deforestation,
industrialization, expansion of intensive agriculture, unconditional
defense of fossil fuels, mining, etc. (Madelin, p.221 ) Canada is not
left out with the "common sense" of Pierre Poilievre and all the trash
talkers, the populist columnists and the Éric Duhaimes of this world who
come to the defense of motorists and the northern way of life. American.
This headlong rush could lead to the third scenario by aggravating the
consequences linked to the ecological crisis: "The more we experience
the destructive effects of warming [of 2 degrees or even 3 degrees], the
more the democratic and emancipatory options will diminish and the
extreme solutions may become necessary. » (Madelin, p.17).
If today the nationalist project linked to fossil fuels remains
hegemonic, it could be different in the more or less near future. A
layer of green could be added to the traditional anti-immigration
discourse of the far right. Although it is currently marginal,
"ecofascism risks inspiring governments and political regimes in the
more or less distant future" (Madelin, p.25). This ideology is already
claimed by certain actors, notably the Finnish naturalist Pentti Linkola
(died in 2020) or the terrorists of Christchurch (2019, New Zealand) and
El Paso (2019, USA). The El Paso terrorist wrote in his manifesto: "I
love the people of this country [...], but damn you are too stubborn to
change the way you live. In this condition, the next step is to reduce
the number of people consuming resources in America. If we can get rid
of enough of it, then our lifestyle can become a little more sustainable
in the long term. » (Madelin, p.208).
It is therefore not a question here of fundamentally changing the
economic paradigm but of rationalizing or limiting, or even sacrificing
"superfluous" or "supernumerary" populations so that the privileged
group, following ever more exclusive ethnic and racial criteria, can
continue to appropriate nature as it sees fit.
Ecofascism is for the moment only one of the possible futures.
Nevertheless, it demonstrates the need to link environmental struggles
to struggles against capitalism, racism and colonialism.
