(en) France, OCL CA #337 - A workers' strike that has lasted for 2 years (ca, de, fr, it, pt, tr)[machine translation]

Date Wed, 21 Feb 2024 08:46:01 +0200

A workers' strike[1]which marked its 2nd anniversary[2], on December 7, 2023 in front of the Prefecture of Créteil (94) should make the headlines of all the union, revolutionary, left-wing press, etc. The undocumented workers of Chronopost, but also of many other subcontracting companies present on the strike picket in Alfortville, spared no effort... Turned against the slavers of modern times, to extract here administrative documents, unpaid pay, etc. But also more global struggles against the pension counter-reform, against the Asylum Immigration law, etc. This struggle is self-organized by those primarily concerned, with real local union, association and political support[3]. These comrades remind us of a slogan that is too often forgotten: FRENCH IMMIGRANTS, SAME BOSS SAME FIGHT!

Since the end of October 2021, three strikes by undocumented workers have started successively. They installed pickets in front of their companies: the DPD platform (subsidiary of La Poste) in Coudray-Montceaux, the Chronopost agency in Alfortville and the RSI interim agency in Gennevilliers. The main demand in this labor conflict is the regularization of all the workers fighting on these three pickets within the framework of collective negotiation.
For years, these temporary workers have suffered system-wide overexploitation by companies seeking workers without permits due to the extreme deterioration of the working conditions that they have imposed on their employees.
On the RSI side (building subcontracting company), the Nanterre prefecture (92) regularized 18 workers last August and refused all other requests. It should be noted that a year before, Darmanin had negotiated a meeting with the PCF deputy from Gennevilliers and for the RSI picket alone. At the end of the meeting, 83 receipts had been given, but after six months of validity, the vast majority of people became undocumented again.
On the DPD side, things are progressing slowly (receipts) with the Évry prefecture. Since the end of October 2021, three strikes by undocumented workers have started successively. They installed pickets in front of their companies: the DPD platform (subsidiary of La Poste) in Coudray-Montceaux, the Chronopost agency in Alfortville and the RSI interim agency in Gennevilliers(4). The main demand in this labor conflict is the regularization of all the workers fighting on these three pickets within the framework of collective negotiation.

Undocumented Postal Workers face a total refusal from La Poste to recognize its responsibilities as employers in the cascade subcontracting system set up in its parcel and logistics subsidiaries, such as at Chronopost Alfortville or DPD in Coudray-Montceau.: construction sites and package processing subcontracted for example to Derichebourg, which itself subcontracts to temporary employment agencies, including its own (Derichebourg Intérim)! Let us add that this is done with mission contracts that are systematically one week long, whereas these are long-term positions. At the end of this chain, there is the shameless exploitation of undocumented workers, forced to work crazy hours, incompatible with the use of public transport, including overtime (or even part of the hours altogether). ) are not paid, and whose missions are interrupted as soon as they cannot keep up or they demand their rights.
For more than 24 months, the workers in struggle and their supporters have increased their mobilizations in front of the management headquarters of La Poste and its subsidiaries, to demand that these shameless bosses assume their responsibilities as order givers! La Poste was fully aware, since it ended up breaking contracts with Derichebourg. This fight, at Chronopost Alfortville, took over from that which, between June 2019 and January 2020, had made it possible to impose the regularization of 27 workers overexploited by this subsidiary of La Poste and its subcontractors, Derichebourg and Mission Intérim, and the regularization of 46 other workers, from other companies, who actively participated in this fight. Among the 83 workers excluded at the time of regularization, many are continuing the fight in the current conflict.
In their struggle, the current employees of Chronopost, like the former members of the 2019 picket, have received reinforcement from numerous undocumented workers from other companies, most of them exploited under the same conditions, and present for more than 24 months on the pickets and in demonstrations, to also demand their regularization.

The Val-de-Marne prefecture, after 18 months of silence and refusal, finally received a delegation from the Chronopost picket in May. A few files were then submitted to the prefecture, and a very small number of residence permits have since been issued. We are therefore very far from "benevolent" treatment of the Chronopost strikers and their supporters. "Benevolent treatment according to the file" which had been affirmed by the prefecture. The prefecture is increasing the demands, in particular by asking again for documents from employers that neither Derichebourg, nor the other subcontractors, nor La Poste have ever wanted to provide. On the other hand, the prefecture of Créteil (94) to date refuses any new collective submission of files from other workers fighting on the picket. There can be no question of the mobilized workers accepting this divisive maneuver, and the struggle therefore continues for the regularization of all the occupants of the picket.

The responsibility of the government, in particular with regard to the Post Office and its subsidiaries, is fully engaged as the reference shareholder of this company whose capital it controls alongside the Caisse des Dépôts et Consignations (CDC); the State is aware of the exploitation system that has been in place for years. The Ministry of Labor is fully aware of the situation and responsibilities of subcontractors and principals. But no more than two years ago, the services of the Ministry of Labor in Val-de-Marne (DRIEETS) have not carried out a real investigation into the exploitation of undocumented immigrants at Chronopost Alfortville, and are in fact covering up the Post Office Management. During the demonstration in front of its management on October 4, this ministry refused to receive us, referring us again to the Ministry of the Interior. At the Ministry of the Interior, where we have demonstrated many times and requested hearings, there is radio silence regarding these La Poste subsidiaries and their subcontractors. The Ministry of the Interior referring us to the prefecture.
In a context where Macron, Darmanin, relying on the right and the far right, are calling for an unbearable tightening of all reception and stay conditions for migrants, the workers fighting on the pickets, with their supports, are more determined than ever to obtain their regularization.
Regularization of all undocumented immigrants!

Notes
[1]The strikers are Chronopost workers. Other undocumented workers, who work in other companies, are present on the picket line outside of their working hours

[2]The comrades are breaking the record for housekeepers at IBIS hotels

[3]SUD PTT 94, SOLIDAIRES 94; the financial and political support of Solidaires union networks. And certain political groups Town Hall of Alfortville LO, LFI, PCF.
