NO GLOBALISATION WITHOUT DIRECT DEMOCRACY ­ ANARCHIST MEDIA INSTITUTE

LEST WE FORGET
As we honour and remember those Australians who fought in wars on Anzac Day,
itıs appropriate we spare a thought for a group of Australians who saved the
lives of tens of thousands of Australian men during World War One.

Contrary to the popular myths that are aired on Anzac Day, Australia was a
divided nation during the First World War. In two separate referendums held
in December 1916 and December 1917, the Australian people rejected
conscription despite heavy handed government censorship that attempted to
muzzle the anti-conscription struggle.

The Industrial Workers of the World (I.W.W.), the forerunners of the modern
Australian Anarchist movement, were at the forefront of a broad struggle
that was waged by unions, the Catholic Church and womenıs groups, to stop
Billy Hughesı government from introducing conscription to augment the
decreasing number of volunteers who were willing to die for God, King and
country.

The I.W.W. campaigned that the First World War was being fought by workers
on either side of a bayonet. Tom Barker, an I.W.W. leader, was jailed for
producing one of the most important anti-conscription posters of the
campaign - "To Arms Capitalists, Parsons, Politicians, Landlords, Newspaper
Editors and other stay at home patriots. Your country needs you in the
trenches - Workers follow your masters".

For their troubles the government banned the I.W.W. and its members were
harassed, blacklisted, arrested, jailed and deported. Itıs no exaggeration
to say that if the conscription referendums had not been defeated, another
60,000 Australians would have been sacrificed on the European killing
fields.

Itıs important, especially on Anzac Day, that this dayıs significance is not
diminished by the wholesale rewriting of history that goes on during the
lead up to Anzac Day.

PUNISHMENT
If anybody had any doubts about whoıs pulling the strings in Australia, the
governmentıs decision to stop Shellıs takeover of Woodside gas, has put
those doubts to bed. Within 30 minutes of the governmentıs announcement
that they would block the takeover, the Australian dollar fell almost 3%.
The corporate sector screamed blue murder and talked about a capital strike.

Australianıs were told they relied on foreign investment and if they were
going to treat foreign investment in this manner they would pay the price.
Economic commentators moaned that the government had succumbed to populist
pressure. One thing is certain the Howard government did their sums and
they realised that you canıt pull the wool over the peopleıs eyes all of the
time.

In order to dampen the electoral protest that originated in Queensland and
Western Australia, they decided theyıd better do something to manage public
unease.

Itıs amazing that a decision to prevent the foreign takeover of an essential
natural product has generated so much heat. Itıs obvious that foreign
capital will not be happy until it can do whatever it likes in this country.

How much economics punishment is dished out, will depend on what escape
clauses Costello has inserted into his little announcement. Itıs not as if
Shell hasnıt a foothold in Australia and Woodside, it has a foothold in
both, what it now wants to do is to create a monopoly that controls the
North West gas supply. If it wasnıt for the people of this country putting
up a fuss, Howard and his band of Merry Men and Women wouldnıt have said Boo
to Shell.

"ITıS THE DOLLAR STUPID!!"
Youıve got to hand it to the treasurer Peter Costello. After his bruising
encounter with the corporate media on Monday, he turned up on Tuesday to
explain the 6.1% yearly inflation rate. The corporate media stood back and
swallowed - hook, line and sinker - Costelloıs explanations for the
increasing inflation rate:
"Itıs seasonal factors. Floods in New South Wales have forced up the
price of vegetables."
Not to be outdone by Costelloıs slight of hand, those intellectual giants in
the Labor Party trotted out the G.S.T. factor.

Well boys and girls, ladies and gentlemen, theyıve both got it wrong. The
increasing inflation rate has very little to do with seasonal factors and
the G.S.T. and everything to do with the value of the Australian Dollar. As
the value of the Australian Dollar goes down the price of imports goes up
and as the prices of imports go up, inflation goes up. As Australia is not
self sufficient in most manufacturing areas, (due to successive government
policies almost destroying the whole manufacturing sector), Australians are
forced to buy imported goods, hence the rise in inflation.

The current set of figures coupled with the Australian governmentıs decision
to spoil Shellıs little party, puts the country in a difficult situation.
The so called "reforms" that have been carried out over the past twenty
years by both political parties have made Australians hostage to foreign
investors. The solution to the present crisis is very, very simple. It
doesnıt need revolutionary change, nor does it need any reforms. If
Australians shunned imports and supported local industry, inflation would be
tamed.

Unfortunately, government policy has made this a difficult proposition,
because most companies are owned by overseas interests and Australia no
longer has the infrastructure to manufacture essential goods. No wonder
inflation has become a problem at the same time the economy is shrinking.
Capitalist economics has little if anything to do with the satisfaction of
human needs; itıs about creation of profits irrespective of the human and
social cost. If we donıt want to be involved in the capitalist roller
coaster ride, itıs time the bankruptcy of capitalist economics was exposed
and economic systems that do not rely on the boom, bust mentality were
implemented.

BATON CHARGE BRACKS
DOES IT AGAIN
Youıve got to hand it to good old Baton Charge Bracks, when it comes to foot
and mouth disease he makes the former Victorian Premier Jeff Glib Kennett
look like an amateur. The only problem with Bracks is that heıs serious
about what he is saying. Domestic political considerations have forced the
Howard regime to block Shellıs takeover of the countryıs North West gas
supplies.

Interestingly, not a peep has been heard from her Majestyıs Loyal
Opposition, the Labor Party, about the governmentıs decision. Theyıve left
that to good olde Bracks. As the premier was turning over the first sod for
the new Holden plant at Fishermenıs Bend in Melbourne (which has been
bankrolled with 60 million dollars of Victorian taxpayerıs money and 100
million of Commonwealth taxpayerıs money), Baton charge couldnıt help
commenting on the Howard governmentıs Woodside decision.

He was concerned that it would send the wrong message to foreign investors.
Thatıs right - a Labor Premierıs concerned that those nice speculators wonıt
put their money into Australia. You have to wonder what planet is this
bloke on?, and whatıs the point of having a Labor government if all a Labor
government can do is pump taxpayerıs dollars into the corporate sector?

Baton Charge is a particularly good example of whatıs happened to the Labor
Party in this country. Itıs become part and parcel of the corporate world.
Itıs interests are intertwined with the fortunes of transnational
corporations. Even when a decision is made to protect the national interest
all the Labor Party can do is moan about the problems this decision will
create for the corporate sector. Anybody who still has even the slightest
belief in the Labor Partyıs policies needs to look at the Bracks
governmentıs achievements in Victoria.

Bracks and his parliamentary cronies are dangerous because they use the
right, caring, inclusive rhetoric while protecting corporate Australia. At
least with the Kennett regime they made no pretence about supporting
corporate Australia.

FLYING KITES
It must be that time of year again, BUDGET TIME. As we get closer to the
all important election year budget, the corporate media is awash with budget
leaks. Whose going to get what and what's going to happen to whom is the
talk of the moment. Twenty five thousand dollars compensation for surviving
prisoners of war, cut backs to the pharmaceutical benefits scheme, more
money for sport and the list goes on and on.

Just one problem mind you, the government's war chest is emptying fast,
$14,000 for first home buyers, hundreds of millions of dollars for corporate
welfare, money for the brewing and petroleum industry. There's not much
left when you do your sums. The Howard regime is trying to find out what it
can cut and what it has to maintain. What's interesting about this little
game is how the corporate media is so keen to play their game.

It's important we understand the ground rules of the budget game and aren't
sucked into their little games. We run the very real danger of acting in
the way they want us to act. While we jump up and down about pharmaceutical
changes they never intended to make, they've been able to hide their hand
from us. The budget is important not because of who gets what, but because
it formalises a system of economics that protects and rewards the rich and
powerful and scatters crumbs to the rest of the community. Budget kite
flying is just a public relations exercise thatıs been initiated by a
government that will do whatever it takes to protect its rich and powerful
friends.

ANARCHIST QUESTION AND ANSWER
Q. Should anarchists participate in social, cultural, economic and political
struggles as anarchists?
A. If possible yes. Obviously local conditions determine what we can and
cannot do. It would be stupid to pop up your head in a dictatorship to have
it lopped off before you can even open up your mouth. In many parts of the
world, itıs possible to openly work as an anarchist. Employment may be a
problem. People who work in private industry or for the State may find that
they will lose their job if they are identified as anarchists. Itıs no
accident that historically some of the most active anarchists have been
self-employed.
The State and the Corporate sector like to paint anarchism and anarchists as
an illegitimate philosophy. Itıs up to us to counter this view. The best
way to do this is by publicly identifying and working as anarchists. Itıs
important that we counter the widespread belief that anarchism is a criminal
ideology by working as openly as possible. By working openly we can dispel
many of the media generated myths that surround anarchism.
Other activists and community groups can then see for themselves what we
stand for and how we work. Itıs important that we reinforce the idea that
we are a legitimate and desirable part of the political spectrum. Itıs no
exaggeration to say that if we ignore the corporate mediaıs marginalisation
of our message we run the very real risk of only working on the margins of
society.
Working openly as anarchists, has the added advantage of showing people that
we are not interested in taking over movements and using them for
recruitment purposes. Itıs important and desirable that through our
activities we show the liberating nature of anarchism both on an ideological
level and as a practical alternative to dominant culture.

ACTION BOX 
Immediate And Long Term Objectives
Political action should include both immediate and long term objectives.
Some anarchists have the unfortunate habit of sitting on the sidelines and
criticising people for taking what they quaintly describe as "reformist"
struggles. Political activity is much, much more than waiting for the right
moment to strike. "Right moments" are not the inevitable consequences of
social and historical circumstances. The right circumstances for radical
egalitarian change are created by a plethora of political and social actions
which simultaneously chip away at the power of the State and the Corporate
sector.
Anarchists normally participate in these struggles as anarchists. Their
overt participation can expand the demands of that particular movement. An
example is Melbourneıs FRIENDS OF OUR ABC. This group was formed to push
one of Australiaıs largest protest groups into taking direct action.
Friends of OUR ABCıs creation has expanded the demands for a publicly funded
independent ABC to one which demands that the ABC reflect the diversity of
opinion that exists in the community and that a referendum be held to place
the ABCıs ownership in the Australian constitution. This demand raises
questions about the difference between property that belongs to the
government of the day and which like Telstra, Qantas and the Commonwealth
Bank can be sold by the government and property which belongs to the people.
It also raises the role of a constitution in a society. In Australia only
the people can change the constitution through a referendum.
Even the struggle to put in a traffic light at a dangerous intersection can
be turned into a struggle which uses direct action and challenges the
authority of the State. Anarchists need to divide their attention between
both immediate and long term objectives. The more anarchists who
participate in everyday struggles as anarchists, the greater the possibility
for radical egalitarian change.

AUSTRALIAN ANARCHIST HISTORY May Day Melbourne 1901
Although Melbourneıs City Fatherıs saw fit to ban the May Day procession.
Around thirty hardy souls gathered at the Burke and Wills statue on Sunday
the 5th of May outside State parliament to march to the Yarra Bank. Chummy
Fleming, the Melbourne anarchist who initiated the first May Day March in
Australia in Melbourne in 1891, led the procession carrying his red flag.
Under banners reading "free railways" and "8 hours labour or less", they
began their stroll down Bourke and Swanston street. At the intersection of
Bourke and Swanston Street, the little procession was split up by a regiment
of cadets. Chummy Fleming who according to the Ageıs Monday 6th, May 1901
edition "carried a red flag and an air of serious determination bore his
standard to the Yarra Bank alone".
By this time around 1500 people had gathered at the Yarra Bank around a
platform made up of three lorries. Once the brass band which had come along
for the celebrations stopped playing, a succession of speakers paid tribute
to May Day. Speaker after speaker stated that "the worker was an abject
slave who was downtrodden and oppressed both by capital and Government". A
well known free thought lecturer slammed the press which he stated produced
"abominable deluge of infernal rubbish" (looks like nothingıs changed).
Resolutions carried by the crowd "opposed militarism in all its forms,
expressed a determination to overthrow capitalism and wagedom, to bring in
an international co-operative Commonwealth in which the instruments of
industry would be owned and controlled by the community, they affirmed the
principles of one vote one value and a tax on land values and they demanded
the legislative enactment of eight hours and a just wage in all occupations.

Various Writers ask WHY WORK?
Arguments for the Leisure Society. First published 1983 1997 edition
Freedom Press, ISBN 0900 384 255, Editor Vernon Richards
There's something very depressing about living in a society where people are
forced to work longer hours to buy packaged leisure activity and work saving
devices. The explosion in production and consumption in western society has
not been met by an increase in leisure time. Postmodern capitalism has
robbed people of even their "Sunday rest". Eight hours work, eight hours
play and eight hours sleep, has been replaced by the slogan "Work Is
Freedom" movement to increase leisure time and decrease working hours, have
been pushed aside by 24 hour real time capitalism.
Why work? Challenges the notion that people have to work harder and for
longer hours to buy leisure time. A series of authors tackles the question
of work. Some more successfully than others. Ploughing through the book I
felt it was dated but solid work that doesn't do the subject the justice it
deserves. The bookıs strength lies in its central idea that a leisure
society is both desirable and possible.
Why work? Is divided after the editors' preface into four sections. An
introduction in prase at idleness by Bertrand Russell and useful work versus
useless toil by William Morris is followed by contributions by seven authors
ranging from S. L. Loundes to Peter Kropotkin on the problems and pleasures
of work. Six authors then discuss alternatives and futures. The last
section of the book, production for need versus production for profit
consists of over fifty pages of freedom editorials on work that were
published Freedom between 1959 and 1962.
Why work? Provides a useful but dated introduction to this topic. It is

PERSONAL OBSERVATION
There is something special about watching and hearing rain, real rain. You
can see and feel natures need for water. Even in the cities, lawns go brown
and trees die when the expected rains don't come. In the countryside the
mid Autumn, Winter rains determine how productive spring and summer will be.
What for the city dweller is a magical moment is a matter of life and death
in an increasing number of locations across the globe. The inconvenience of
blocked gutters is nothing when compared to the lack of crops in a
subsistence economy. It's no wonder human beings have come up with so many
ways to encourage the gods to send down rains that are the difference
between life and death.
What to most urban dwellers is a transient spectacle is a call to celebrate
in rural areas. Fields are prepared, seeds are planted and another cycle of
life begins. People living in urban centres have lost that ability to
recognise the rhythm that a heavy downpour initiates. It's no exaggeration
to say that the difference between life and death in many parts of the world
is related to the predictable weather patterns that break drought and
initiate new life.
Within a few days, sometimes hours of rain falling, drought plains are
converted into a sea of green. Plants that were struggling to survive
sprout new leaves, trees shoot up and yellow is replaced by greens. No
wonder a heavy downpour at such a critical time is seen as evidence that god
exists and cares about the plight of her chosen people.

STOP PRESS 
Anarchy In Quebec City?
Itıs interesting to note that anarchists are at the forefront of the
struggles at the summit of the Americas in Quebec City. The meeting by all,
bar one (Cuba) of the American leaders to discuss free (monopoly) trade,
highlights all that is wrong with globalisation. The proposed "Free" Trade
area of the Americas will create an area stretching from Northern Canada to
the tip of Chile which will allow monopolies to dominate trade on the
American continent.
A "Free" trade agreement allows current monopolies to expand their economic
interests, break down Labour organisations and water down environmental
safeguards. The Quebec Summit of the Americas will speed up the transfer of
power from the Nation State to the corporate sector. Any agreement that is
reached will disadvantage the very people that the 21 presidents and the 13
Prime Ministers represent. At the very least a referendum should be held in
each nation in the Americas to determine if the people of these countries
want to transfer power from elected representatives to non elected company
directors, whose only allegiance is to their major shareholders.
Anarchists will continue to be at the forefront of anti-globalisation and so
called "free" trade summits because they want to create a society without
rulers, where the people who are effected by a decision, make that decision.
The Anarchist presence at the Quebec talks and at every major economic forum
across the globe, highlights that there are an increasing number of people
around the world who are no longer willing to leave major decisions about
how they live in the hands of rulers who are more interested in the welfare
of the corporate sector, than the people they rule.

OBSCENITY OF THE WEEK
Has been awarded to the Prime Minister John Chuckie Howard for single
handedly scuttling CASAıs attempts to bring the aviation industry to heel.

All the News That Fits
***64 employees of IBM will lose their jobs. A spokesman for the Community
and Public Sector Union said the company was using 'consolidation' as an
excuse to fire union members.
***Workplace bullying affects one in four Australians according to research
by Drake Personnel. Drake cheif Diane Utatao said some companies protected
and even encouraged bullying in the pursuit of improving sales figures.
"There's a fine line between performance management and bullying when
managers are competing to meet figures" she said.
***Aboriginal activist Geoff Clark says that, on the tenth anniversary of
the Royal Commission into Aboriginal Deaths in Custody, Aboriginal death
rates in prison have not been lowered and more Aboriginal people are being
jailed than ever.
***An enquiry has found that soldiers in the Army's 3RAR unit were
frequently bashed, with the approval and encouragement of officers. Some of
these bashings left the victims hospitalised, and people who spoke out were
intimidated. Another enquiry, into whether there is a 'culture of violence'
in the Army, has been extended because of the huge number of people who have
stepped forward to give evidence. Despite all this, the enquiry's chairman,
Liberal MP David Hawker, said there was no culture of violence in the Army
or even in 3RAR. The enquiry found that both the government and the Defence
Department kept information from the public. The Defence Department
conducted their own enquiry and withheld information gathered from it for 16
months. The then-Defence Minister Bronwyn Bishop knew about the bashing of
a soldier in 1998 but did nothing. Statements to Parliament by her successor
Bruce Scott were also "less than forthcoming".
