Driven by the institutional left, vilified by the bourgeoisie and their allies: the Zucman bill, which seeks to introduce a minimum tax on the wealth of the ultra-rich, is stirring up a lot of talk on TV sets. ---- Yet it is hardly a revolutionary measure. Starting from the observation that the ultra-rich pay proportionally less tax than others, the bill aims to ensure that these taxpayers pay at least 2% tax on their fortune. Only 1,800 tax households would be affected, whereas, for example, the wealth tax once applied to 350,000 millionaires.

Gabriel Zucman himself defends his tax as a simple corrective mechanism to the income tax. Far from challenging the foundations of increasing wealth inequality, it is an accompanying measure to capitalism, following the reformist left's tradition of seeking "compromises." The Socialist Party also hopes to push it through (likely in a watered-down version) by presenting it as a condition for not censoring the upcoming Lecornu government.

While one should not expect much from this bill, at least two things are welcome. First, it puts the denunciation of growing social inequalities and great fortunes back on the agenda, instead of the immigration or security themes so dear to the right. Second, it embarrasses the RN, which struggles to hide the obvious contradiction between its opposition to taxing the rich and its populist rhetoric.
