================ The AP filed a story at 1:36 a.m. EST Monday Nov.10 stating that "President Clinton decided early Monday to seek postponement in a House vote on trade legislation rather than risk a likely defeat."

While the issue is posed as one giving the president power to negotiate the details of international trade treaties leaving the congress power only to approve or disapprove the complete instrument, hence removing their their power to amend, what is also at issue is that the details are to be negotiated without democratric input- only those able to influence the president can expect to have their opinions heard.

In the present situation, trade unions and environmental orgs. lobbied strongly against granting fast-track authority to the president, big biz lobbied for. Internet search indicates that the NRA (National Rifle Association) asked its members to have their congressional reps vote AGAINST fast-track.
