PETIST GOVERNMENT, UNION BUREAUCRACY AND INSURGENT BASE!
Since the end of 2023, assemblies have been held in the capital and interior to debate and vote on the agendas and the 2024 salary campaign. With the beginning of the school year, these agendas and demands were re-discussed in assemblies on 15/03 and 26/ 03. In addition to these demands, the state and indication of strike were voted in these assemblies. In the last one, the agenda for launching a strike was set for the April 4th assembly, if negotiations with the government did not include the category.

The results of the union's negotiations with the government fell short of the category's demands, including salary equality between temporary and permanent teachers. Basically, the government's proposal grants an adjustment of 5.62% without retroactive effect, different from what the minimum law requires, which establishes that the base date must be January 1st of each year and the settlement of promotions delayed since 2019, when the governor was Camilo Santana/PT.

However, APEOC and UNION DEMOCRACY are words that do not go together. It was up to the union leadership to analyze the situation, open for speeches and vote on the proposal that called for the assembly: STRIKE. But that's not what happened. The APEOC leadership acted violently against its base, which responded proportionately to the violence carried out. A teacher was attacked by APEOC management security guards, followed by plastic chairs being thrown at one of its directors as he left the assembly.

During the assembly, APEOC decided that it would hold 36 regional assemblies to consult the base on whether to accept the government's proposal or launch the strike. We know that this is an anti-democratic maneuver, since there is little supervision of the base in these assemblies, and there may be "ghost assemblies" carried out by the leadership. We need to participate in at least 18 of these assemblies and reject this lowered government proposal and trigger the category strike.

Therefore, we propose: a) Carrying out zonal activities; b) Elect delegates in these zones and build an autonomous mobilization command; c) That these zones raise resources for; d) Take colleagues from this mobilization command to assemblies in the interior and debate with these colleagues the outbreak of the strike movement. These are our tasks! Get to work!

Breaking the "capital" - "interior" dichotomy
The APEOC/CTB Management acts by "dividing and conquering". Thus, it reinforces a supposed discourse where "teachers in the capital think they are more important than teachers in the interior". Nothing more fake. In many schools in rural cities, we have 100% temporary teachers, and often even the management team is made up of temporary teachers.

In some cities, staff are in commissioned positions, in Credes. These are those who reinforce the speech of the Elmano/PT government, which accuses teachers who want to strike of being "unemployed", of "not wanting to work". We cannot fall into this trap set by APEOC/CTB.

We need to reinforce the unity of the category, going to the interior cities, debating with colleagues in the classroom and unmasking the Credes managers who make the speeches of the government and the APEOC management.

CEARÁ: LAND OF PRECARIOUS EDUCATION!
School Census 2023/MEC points out that the Ceará state network is the second state in the northeast with the largest number of temporary teachers compared to permanent ones. Only 41.3% of classroom teachers are effective.

What the school census expressed is what we already know, we already feel. The majority of the state's education workers are temporary. Terrible working conditions, lower salaries than permanent teachers, precarious contract terms, sometimes months without receiving a salary due to the administration's slowness in publishing contracts in the official gazette, in addition to being at the mercy of school management.

In addition to the problems of temporary teachers with the state government, we also have the fact that APEOC/CTB does not affiliate temporary workers. It's as if they were non-existent for the state, for official union representation, but I used them for the high rates. Since the 2011 strike, we have been demanding the right to union membership, denied by the group that has been in charge of APEOC/CTB for decades.

Thus, due to the lack of union representation, varied organizational initiatives emerged, all of them legitimate, since this layer of the category is unwanted by the APEO/CTB management.

UNION BUREAUCRACIES ATTACK TEACHERS BY SOLIDATING WITH THE ANTIDEMOCRATIC APEOC/CTB
Several union entities, including SINDIUTE/CUT, expressed solidarity with APEOC/CTB due to the category's response to the entity's undemocratic action. In general, entities linked to reformist trade unions. These notes must be repudiated by their bases, as they essentially defend the anti-democratic action of APEOC/CTB.

In response, notes and more notes emerged from groups of teachers from schools in the state network, showing solidarity with their own category. This response is more important than bureaucratic notes, as it expresses class solidarity in its purest state!
