The demonstration, opened and closed by a flash mob of the Tunisian 
community and a group of migrant children from the center for

Over the course of twelve days, the navies of six countries of the 
Atlantic Alliance will train in anti-submarine warfare. The event will 
offer the opportunity to improve cooperation capabilities between the 
various forces present at sea and to better understand the operational 
scenarios resulting from an escalation of the conflict with the Russian 
Federation

The NATO naval exercise Dynamic Manta is starting off the Sicilian 
coast, which will involve navies and air forces of the countries of the 
Atlantic Alliance with the aim of refining their anti-submarine 
capabilities and increasing the level of cooperation between the 
countries of the Atlantic pact . The training activity, planned by the 
NATO Allied Maritime Command (Marcom), will take place off the eastern 
and southern coasts of Sicily.

The exercise

The event will see the participation of naval units from Italy, France, 
Greece, Spain, the United States and Turkey and air units from Germany, 
Canada, Greece, the United Kingdom, the United States and Turkey. The 
operations will see seven submarines alternate in the roles of hunters 
and prey to simulate instances of naval warfare in the Mediterranean. 
The submarines will operate aided by naval surface and air assets 
deployed by participating countries. Italy, the host country of the 
event, will participate in the event with naval units and rotary-wing 
aircraft as well as making its logistics facilities available to 
participants, in particular the Augusta naval base. The ships sent by 
Italy are the anti-submarine frigate Carlo Margottini, the destroyer 
Luigi Durand de la Penne, the patrol vessel Francesco Morosini and two 
submarines.

The centrality of cooperation

The exercise is fundamental given that the most realistic scenario of a 
NATO naval intervention in the Mediterranean consists in sealing the 
three entrances to the Sea, the Straits of Dardanelles and Gibraltar and 
the Suez Canal, to prevent the entry of opposing powers, and then , in a 
second phase, start patrolling the sea by identifying and eliminating 
underwater threats. The development of collaborative capabilities 
between the air forces and navies of the different member countries is 
the cornerstone for such operations and will be central to 
counterbalancing the hypothetical numerical superiority of the opposing 
navies.

The role of Türkiye

The presence of Türkiye among the participants in the exercise is 
interesting. The country, in fact, has recently been at the center of 
some disagreements within the Pact, such as for example regarding 
Sweden's entry into it. Erdogan, initially, had also attempted to 
present himself as a mediation figure between Russia and the West, as 
opposed to the prevailing line in the rest of the Atlantic bloc. 
However, his presence in the Dynamic Manta exercise is recognition of 
his centrality in any containment plan of the Russian Federation. Turkey 
would, in fact, have a central role in maintaining the blockade of the 
Dardanelles Strait and in eliminating the Russian fleet in the Black 
Sea, thanks to its geographical position. Containment of Russia in the 
Black Sea without Turkey's participation and commitment would be almost 
unachievable.

The projection beyond Suez

The exercise demonstrates how the main adversary for which the Atlantic 
Alliance is preparing is the Russian Federation. The Mediterranean 
theater implies clear operational conditions for the navies of the 
Atlantic Alliance which can count on very short and efficient logistical 
chains and, above all, on an adversary, Moscow, with limited naval 
capabilities. A more complex issue is the projection of the dynamics 
relating to the exercise in the context of a possible operation 
projected towards the Indo-Pacific. European navies should be able to 
acquire the logistical capabilities to operate in the Asian theater with 
the same efficiency as in the Mediterranean. The most pressing issue 
would be the need for a continuous supply of interceptor missiles, which 
are essential to respond to the missile threats that would characterize 
the Indo-Pacific theater. Probably, even in a scenario other than the 
conflict with the Russian Federation, the European navies should 
guarantee the security of the enlarged Mediterranean, thus allowing the 
US Navy to concentrate all its forces in the East.
