The omnibus law fell and the DNU is highly contested and on its way to
being discarded due to specific judicial actions and its treatment in
the legislative sphere. Two good news in a context of unusual severity
for those of us who have been seeing for some time how our living
conditions, already precarious, are progressively getting worse by leaps
and bounds. We must analyze what these setbacks imply for the
government, without losing sight of the fact that at the level of
reality that those of us at the bottom experience, the consequences of
the national government's policies are very clear, with a liquefaction
of our purchasing power without precedents, increase in poverty and
destitution to enormous numbers, growth in hunger and unemployment,
increase in rents and transportation along with the direct impact of the
repression of protest and the ideological and political persecution of
the opposition to the government in power.
Why do we think that the bases bill fell and the DNU is going in the
same direction:
- Due to a push and pull of agreements from above - those who do not pay
the adjustment - between sectors that accompany the national government
and due to the government's inability to achieve a majority in the
legislative game for the points that most interested it. Added to the
radicality of the government's ideological position, where what seems
like little political waist can be another mark of identity and mythical
construction to justify the most brutal adjustment and reform.
- Due to one's own inexperience in managing the state apparatus, its
times and ways, such as little cohesion within the ruling party itself,
disputes and misunderstandings. The idea also circulated that it was
their own mistake, when it was thought that the law could go back one
box without starting from scratch. This hypothesis is difficult to
prove, but the first statements of those who made the decisions in
Congress at least suggest that not all members of Libertad Avanza had
the same information about what the move entailed.
- The one that interests us the most: due to popular pressure and
resistance built from below. Without ignoring the previous points,
undoubtedly the situation would not have been the same without the
popular pressure of the sectors in struggle, without the General Strike,
without the constant mobilizations, without being in the streets despite
the persecution and repression, challenging in every way moment the
Bullrich protocol. This is the most important thing, because it is here
where as a people, from our union, neighborhood, student organizations,
etc., we build a practice and a concrete experience that allows us to
fight this and other advances. From the broadest unity the adjustment is
faced and these things are achieved.
In Santa Fe, the provincial government ruthlessly promoting adjustment
while friendly fire distracts us.
In the province of Santa Fe, Maximiliano Pullaro was one of Milei's
governors since December. With public support in the campaign, an
alignment with the bullish wing of the Pro, since the general elections
it was known that his votes were going to that channel. It was no
surprise that his campaign promises were more repression and a heavy
hand with the excuse of fighting crime and drug trafficking, as well as
an ideological change represented by Peronism. This repressive alignment
has already been put into practice with the arrest of seven young people
who participated in actions to repudiate the measures promoted by the
national government, making it clear that both the national government
and its provincial counterparts will use the repressive protocols and
tools to persecute to those who fight in a context of extreme crisis,
saturating the neighborhoods and territories with police and repressive
forces, promoting trigger-happy behavior and police impunity.
On the other hand, within the elements to analyze the Santa Fe situation
in this national context, we must consider the role played by this
governor in the opposition to certain points of the law, obviously
always in defense of the interests of the countryside and the exporters,
never in pursuit of the needs of the popular sectors. The counterpoint
to this is the anger and "punishment" of the national government, with
the withdrawal of funds for transportation and education, mainly, which
greatly affect the provincial context. In the case of education, it is
particularly alarming how the Pullaro government first ignored and then
failed to comply with the 2023 parity agreement. Leaving teaching well
below the poverty line and along with other state entities without a
clear perspective of salary recomposition, not even for the very poor.
level of access to consumption that was had in 2023. Added to this is
the drop in national funds received by teaching such as the FONID (which
represents approximately 10% in salary decrease) and the refusal to
convene the national teaching parity, which presented a floor on which
it was articulated the provincial discussion. Faced with this, as has
happened with national measures, it is the organized sectors,
fundamentally unions, who have been at the forefront of the repudiation
and claims. Without a doubt in the short term this will increase, since
the increase in the ticket and the educational defunding affects large
sectors of the population and there are no signs of reversing in the
near horizon.
How to act in a context that seems to hit us from all sides? How to act
in the situation that both the National State and the province are cruel
to those of us who live off our work/retirement, but they also make us
part of a confrontation from above between government models and
management of state resources? Speaking daily in our places of work,
study and neighborhoods, we encounter anguish, fear and confusion. The
thing is that in these times the idea that the solutions to individual
problems are particular prevails. However, with the memory of yesterday,
of struggles that we as an oppressed class have given throughout our
history, we know that none of these problems are individual, but are
caused by the neoliberal capitalist system and executed by the State in
the same way. more convenient and profitable for those above. It is time
to contribute to the construction of collective spaces, to nourish our
grassroots union, neighborhood and student organizations to fight
against the immediate consequences of the policies promoted by the
governments in power and to unify the struggles in a classist and
combative sense, to stop each of the blows to our conquests and rights.
The experience of the Omnibus Law shows that not everything has been
said, that there is room for action and resistance. This is where we
must contribute.
Up those who fight!
