60,000 Israeli Civil Servants opened broad sanctions on 15 March. 40% of
the civil servants in Israel are paid nothing above the minimum wage. Civil
servants union is angered especiallly because of the fact that the
government is trying to break organised work: Currently some 30% of
government ministries' employees work under contractors, and another 20%
are hired from man-power companies.

The strike saw a surprising development on Thursday, when Civil Servants
Union strike headquarters strongly condemned an agreement reached between
the Histadrut (Israeli trade union federation) and the Treasury in the
Jerusalem Labuor Court, regarding civil servants, calling it
"embarrassing", and "a stab in the back". In the agreement, the Histadrut
pledged to stop the C.S. sanctions for two days. Histadrut Trade Union
Section head Shlomo Shanee said this was a required step, because of the
danger that the labour court judge would afflict the government demand for
injunction of two weeks. this,  Mr. Shanee said, would andanger the
nation-wide strike the Histadrut is planing for next week. Despite that,
civil servants union has declard on its retirment from the Histadrut, and
its intention not to participate the general strike next week.

Also, after 3 years of erosion in working conditions and constant cuts in
Education budgets, Israeli union of teachers has declared on "warning"
strike tomorrow: Teachers will leave schools after 10:00 AM. Secretary of
teachers union, Avraham Ben-Shabbat, declared that if meetings with the
treasury representatives have no results, all teachers will open an
unlimited strike right after Passover vacation, starting this coming week. 
The teachers demand 9% wage increase, as well as improvements on physical
conditions on classes, reduction of pupils amounts per teacher, and
increasing the number of studying hours standard.
