1854 MANUFACTURING CONSENSUS
Currently Australians are in the middle of a propaganda
war of unparalleled proportions. Every minute of every
day, the fourth estate and the government gelded ABC,
are involved in an undeclared war in the battle for the
hearts and minds of the Australian people. The goalposts
are being moved in a series of encounters that, if successful,
will erase the reforms of the 20th century. The wheel is being
rolled back by a coalition of authoritarian and corporate
interests that are rapidly changing the culture of this country.

Australian is pitted against Australian, the employed
against the unemployed, the working poor against the
middle class, black against white, resident against
citizen, atheist against religious fundamentalist,
feminist against non feminist, part time workers against
full time workers, unionists against non unionists and
those Australians who receive social security benefits
against the rest of the country. A one dimensional debate
about what is good for individual Australians and the
country is being manipulated to manufacture a consensus
that supports those who exercise power in this country.

Debate is slanted in directions that point the grab for
more and more wealth and power as acceptable behaviour.
Those organisations that have sprung up over the decades
to protect ordinary people´s interests are denigrated and
slowly asphyxiated by a fourth estate that has become a
de facto arm of the corporate world and the State. The
only alternatives that are seriously considered are those
that increase the wealth and power of those who currently
enjoy the perks of corporate and parliamentary office. In
this brave new world, black becomes white, torture is
acceptable, and the growing disparity between the rich and
the poor is hailed as an economic success story. Terrorists
lurk everywhere and the State is given carte blanc to do
what ever has to be done to maintain the status quo.

We are in the midst of a war, not a war against terror or
poverty or disadvantage, but a war that´s being fought to
manufacture a community consensus based on empty rhetoric
not reality. Terrible things happen when good people do
nothing, it´s time good people stood up to defend and
extend those few rights and liberties they are still able
to exercise in this country. To allow a consensus to be
manufactured without a discordant note being heard is
tantamount to digging a grave for ourselves and civil society.

WE ARE NOT CONSUMERS!!
Mutual obligation? Public service? Mike Bolan (Letters The
Age 17/5). Just in case Mr. Bolan hasn´t noticed, we no
longer have a public service in Australia. We have a quasi
private network that is providing services to ´customers´.
Pick up any material about the Federal public service, look
at their mission statements; the public service delivers
government policy to the ´customers´ of government, it doesn´t
provide services for citizens.

The relationship that currently exists between the Federal
public service is analogous to the relationship that exists
between a corporation providing goods and services to a
customer. It´s both disingenuous and dangerous to equate
the relationship that a citizen has with the State and the
government of the day, with the relationship a person who
buys goods and services or uses the services of a shop or
business, has with a service provider. The poor standard of
service and the lack of accountability that people complain
about in their interactions with the Federal public service,
reflects the ideological changes that have been forced on it
by the Howard government to reinforce its privatisation agenda.

The changes are more than semantics; they have strengthened
the power of the public servant at the expense of the power
that a citizen is able to exercise. The changes support the
idea that ultimate political authority and power rests in the
hands of both the State and the government, not in the hands
of the people. Improvements in the relationship between the
body that has the responsibility to carry out government
decisions (the public service) and the citizen will not occur
while people are stripped of the rights and responsibilities
they are able to exercise as citizens and continue to be
treated as customer. Changes will occur when governments are
forced to recognize that citizens have political rights and
responsibilities and rights and responsibilities in law that
customers do not enjoy.





Next time you receive a piece of correspondence or are addressed
as a customer in your dealings with the Federal public service, pull
them up, ask to see their superiors and tell them you´re a citizen,
you pay their bills, you choose their masters and you expect to be
treated with the respect that citizen deserves.

SIMPLE SIMON
Those people who think that US foreign policy has changed since
the days they actively supported every tin-pot dictator who threw in
their lot in with them, need to reassess the US´s new found love
for ´democracy´. The massacre in Andijan and the continuing
brutal treatment of dissidents in Uzbekistan by President Islam
Karinov, the US´s strongest ally in the region, highlights how
little US foreign policy has changed. With large gas and oil reserves
and among the world´s top 10 gold producers, Uzbekistan is the
type of ally the US likes to keep on its side.

The lack of a significant US response to the massacre in Andijan is
directly related to the relationship that the US government has been
able to cultivate with the Uzbek government. The US has one of the
largest airbases outside America in the country, sends Islamic
militants they have captured to be interrogated in Uzbekistan and
counts the President as one of its strongest allies in the war against
terror. The US is very happy to promote ´democratic´
alternatives, when those alternatives can be used to promote US
interests in a region. The so called revolutions in both Georgia and
the Ukraine have both put governments into power that are keen to
transfer public property and assets into private hands. This transfer
of assets gives US corporations the opportunity to dominate the
economic landscape in that part of the world.

Armed intervention into States, whose governments cannot be
dislodged by economic boycotts, is part and parcel of US policy.
Nothing has changed, as the Earth´s only superpower, it believes
it can now operate with impunity. Unfortunately for countries that
attempt to use ´democracy´ as a cloak for their own covert
activities, people who this propaganda is directed at, initially believe
the rhetoric about freedom and democracy but soon realise that all
that has changed is the names of the people who rule them.

Faced with continued resistance in Iraq, the US plans to make the
Middle East, the world´s ´oil basket´, a sea of ´democratic´
States that supported US economic interests and foreign policy has
ground to a halt. Like the Russians before them in Afghanistan,
they are finding that local people have very different ideas about
how they want to be governed. One thing they have in common,
irrespective of their different political alliances, is that they believe
that their resources should be used for their benefit not the benefit
of foreign transnational corporations.

CENSORSHIP
It´s disappointing to hear that Wayne Coles-Janess´ latest
feature documentary ´In The Shadow Of The Palms´ will not be
shown at what is possibly Australia´s premier film festival-the
Sydney Film Festival. For reasons only known to themselves, the
Sydney Film Festival selection committee has chosen to ignore the
latest offering of the documentary maker who made the multi award
winning documentary ´Bougainville-Our Island Our Fight´. A
film that chronicled the rare story of an indigenous people
successfully taking up arms against the ecological devastation
caused to their lands by a multinational mining corporation.

Using the same techniques he used to make the Bougainville
documentary, Wayne Coles-Janess has successfully drawn the
viewer into a world that is as far removed from the sanitized Coca
Cola embedded two minute nightly TV grab that influences most
Australians opinions about the US led invasion of Iraq, that it´s
possible to get. The documentary maker follows the lives of a cross
section of ordinary Iraqis as they prepare for the invasion of their
land by a ´coalition of the willing´. It documents how they
survive operation ´Thunder and Awe´ and how they are coping
in the brave new world that has been created for them by the
Bushs, Blairs and Howards of the world. Wayne Coles-Janess has
succeeded in portraying a world that doesn´t exist in the corporate
owned media, by using his camera to let ordinary Iraqis, not
ideologues or leaders, tell us their personal stories.

It´s disheartening to think that a film made by a local film maker
that has already been shown at Singapore, Munich, Amsterdam
and the Commonwealth Film Festival in Manchester, can´t get a
guernsey at the Sydney Film Festival. Let´s hope that film festival
organizers in Perth, Adelaide, Brisbane and Melbourne
demonstrate a little more courage and imagination than their
Sydney counterparts and give Australian film festival goers an
opportunity to view ´In The Shadow Of The Palms´-a film that
chronicles the everyday life of the people who have borne the
hardships of the Saddam Hussein era, a 13 year UN embargo that
directly caused the deaths of over half a million Iraqi children and
the personal and community devastation caused by the ´coalition
of the willing´s´ invasion of Iraq.

WHAT DID YOU EXPECT?
The Howard government´s attempt to recolonise Papua New
Guinea (PNG) has hit a major snag. Last year, using the bait of a
billion dollar plus aide package, the Howard government convinced
the Somare government that it would be in their best interests to
allow Australian Federal police to work side by side with PNG
police. They also convinced the PNG government that it would be
in their best interests to let senior Australian bureaucrats take
control of PNG´s public service. The Australian government
mistakenly believed that the $1.1 billion aid package would smooth
over any concerns PNG´s had about their autonomy.

Australia underestimated the degree of local resentment at the
bullying tactics used by the Howard government to strike a deal.
Concerned about the erosion of local sovereignty and concerned
about Australia´s attempts to manipulate what was happening in
PNG to suit Australia´s interests and protect the significant
Australian investments in the region, locals were incensed that their
government agreed to provide criminal and civil immunity to those
Australians that were sent to PNG to satisfy the Howard
government´s neo-colonial ambitions in the South Pacific.

More radical elements within PNG refused to accept the presence
of Australian Federal police and bureaucrats, and took the matter to
the PNG Supreme Court. The Court has just ruled that the
immunities granted to Australian personnel in PNG that protected
them from civic and criminal prosecution while working in PNG
was unconstitutional, they also ruled that measures that allowed
Australian police in PNG to be armed was illegal. The Howard
government´s cynically named ´Enhanced Co-operation
Program´ lies in tatters. The withdrawal of Australian Federal
police and Australian bureaucrats who have been placed in pivotal
administrative positions is welcomed by most people living in PNG.
Rascals, police, the military, bureaucrats and those businesses that
cater for local people are very happy to see the end of Australia´s
ham-fisted unwelcome intervention in their affairs.

ANARCHIST QUESTION AND ANSWER
Q. WHAT ROLE DOES GOODWILL PLAY IN AN ANARCHIST
SOCIETY?
A. Goodwill plays an important role in any society. Its role in an
anarchist community is linked to the egalitarian relationship that
exists in that society. Anarchism is normally dismissed in two
diametrically opposed ways. It can´t work because it relies solely
on the goodwill of the people that live in that community or it
can´t work because people are incapable of ruling themselves and
require rulers to maintain law and order. Due process and
consequences play as important a role in an anarchist society, as
they do in any other society. People don´t do whatever they like in
an anarchist community. The freedom they´re able to exercise is
dependent on the freedom the people around them are able to
exercise. The goodwill that exists in an anarchist community isn´t
some innate quasi religious concept, it´s grounded in the practical
realities of living in a community where the individual´s ability to
exercise the rights and freedoms they enjoy is dependent on their
ability to!
  share in the decision making processes in the community they live
in. Individuals, who live in a society where wealth and power is
concentrated in the hands of a minority, are more likely to be
involved in activities that undermine the society they live in than
those who know that irrespective of what happens to them they
continue to enjoy the rights and privileges of citizenship of an
egalitarian community. Fear of the consequences of losing the
ability to earn a living in an anarchist society is a collective problem
not an individual problem. People´s ability to meet their needs and
prosper physically, spiritually and psychologically in an anarchist
community is tied up with the health of the community as a whole.
In a climate where members of society know that their welfare is
intrinsically linked to the welfare of those around them, goodwill is
a by-product of the structures and relationships that exist, not
something that the individual needs to consciously foster.

´Terrible things happen, when good people do nothing´
Australian citizens are bundled off the streets, incarcerated in
detention centres, refused adequate psychiatric care and deported.
Refugees and asylum seekers are held indefinitely behind barbed
wire in the middle of the desert or are held in specially built
detention centres in islands off the coast of Australia or in the
middle of the Pacific. Boats full of refugees sink in waters off the
coast of Australia resulting in the deaths of hundreds of men,
women and children. Asylum seekers are accused by the Prime
Minister John Howard of throwing their children overboard, when
the photographic evidence shows they were trying to save
themselves and their children from drowning. Men, women and
children are held behind barbed wire for years, denied the most
basic human rights. Australians who were involved in attempts to
free these people are arrested, charged and imprisoned. A
significant majority of Australians have washed t!
 heir hands of any responsibility for their government´s actions
and continue to re-elect governments and support opposition
parties that support the draconian legislation that has created the
infrastructure and bureaucratic indifference that has allowed this
horrible litany of events to be carried out in our name. A small
minority of Australians have pursued every legal and political
avenue available to them in an attempt to ameliorate the
unnecessary suffering that the government´s legislation is
causing. The Australian High Court supports the government´s
right to detain asylum seekers indefinitely; the Department of
Immigration continues its brutal program against asylum seekers.
What few rights asylum seekers enjoyed, have been stripped away
by the Howard government with the support of the Beazley Labor
Opposition. Demonstrators are abused and denigrated in the fourth
estate because of their position on asylum seekers. Despite this
situation, the Australian people elect!
  the Howard government for a fourth term with a higher majority in

h Houses of Parliament, giving it the legal authority to do whatever
it likes to asylum seekers for the next 3 years because Australia has
a Constitution that is bereft of human rights. Having exhausted
every option available to us in Australia, it´s time that we call on
the support of good people around the world to place economic
pressure on Australians and the Australian government and
Opposition, to stop this nightmare. No more!! Enough is enough!!
It´s time that campaigns are launched around the world to ask
tourists to stop coming to Australia, to ask international students to
study elsewhere and to ask overseas businesses to suspend their
trading arrangements with Australian until legislation is passed
through Federal Parliament that treats asylum seekers as human
beings and gives them back those inalienable rights they should be
able to experience as people seeking asylum.

AUSTRALIAN RADICAL HISTORY WHO?
Every Australian knows about the Ned Kelly gang, how many
Australians are familiar with the story of PLANOBEENA,
PYTERRUNNER, TRUCANNINI, TUNNERMINNERWAIT and
PEEVAY-Fanny, Matilda, Truganni, Jack and Robert-5 indigenous
Tasmanians who fought an effective campaign against the invading
European settlers on the Eastern outskirts of Melbourne in the late
1841. Their exploits rival those of the Ned Kelly gang. One group
has been ignored and forgotten, the other immortalised in Australia
folklore Three military expeditions were launched against 5 of the
17 Tasmanian Aborigines that had been brought across from
Tasmania by the Aboriginal ´protector´ Robinson-for the
purpose of aiding in the civilisation of the Aborigines of Australia
Felix-the remnants of the Tasmania tribes who had fought a 34
year battle against the invasion of Tasmania by European settlers
were once again conducting war against the invaders, this time in
Victoria. All 5 were familiar with firearms and the ways !
 of European settlers. The invaders held no fear for them and they
were able to evade 3 military expeditions that were sent to kill them.
They raided station after station from Dandenong to Cape Paterson.
They stole firearms and burnt down stations, trying to avoid
unnecessary deaths and gunfights. They killed 2 whalers, Cook and
Yankee, wounded 5 settlers, burnt down numerous farmhouses and
evaded capture for 8 weeks. Although they set out to drive the
settlers from the bush, they didn´t harm women or children and
only fired at those that fired at them. Considering the outrages that
had been perpetrated on them and their families in Tasmania, it´s
extraordinary that they didn´t kill many more settlers when they
had the opportunity to even up the score. They were finally
captured near Anderson´s Inlet, not far from Cape Patterson, after
an exchange of gunfire with an overwhelming party of soldiers,
police, settlers and black trackers, who were used to pinpoint their
position!
  in the bush. In 8 weeks, this small band had sent a shiver down
the s
pine of the 15,000 Europeans who were living in Melbourne and its
environs in late 1841. The Aboriginal prisoners arrived in
Melbourne 6 days after they were captured in chains and under
military escort on the 21st November 1841. All the defendants were
charged with murder, they appeared in court on the 20th December
1841. Mr. Redmond Barry, the standing Defence Counsel for
Aborigines who represented the 5 in court, was the same man who
presided over the trial of some of the miners who were involved in
the Eureka rebellion in 1854 and the judge who sentenced Ned
Kelly to hang in 1880. Barry conducted a very skilful defence,
Robinson gave character evidence for the fire, and later the same
evening the jury took half an hour to reach a verdict. The men were
found guilty of murder, the women were found not guilty. The jury
made a very strong plea for clemency for the men ´on account of
general good character and the peculiar circumstances under which
they are placed´. The next !
 day Judge Willis sentenced the 2 men to death and the 3 women
were discharged into Robinson´s care. The jury´s plea for mercy
was rejected by the Executive Council of New South Wales. There
had never been an execution in Melbourne since it was founded in
1836. It´s ironic that the first 2 executions were of indigenous
resistance fighters. The execution was carried out on the site of the
current Royal Melbourne Institute of Technology on the 20th
January 1842. 5000 people, a quarter of Victoria´s white
population turned up for Melbourne´s first public executions.
Tunnerminnerwait faced the execution calmly, Peevy was terror
struck and had to be dragged up to the gallows. The gallows were
poorly built, the execution had no previous experience, the trap
doors opened, both men only partially fell, ´the 2 twisted and
writhed convulsively in a manner that horrified even the most
hardened´. A spectator kicked the piece of timber holding the
trapdoor partially opened, Robert slowly!
  choked to death. Jack and Robert were buried outside the
Melbourne ce
metery (under the current Victoria Market). Aboriginal armed
resistance continued in Victoria till the 1850´s. SOURCE OF

resisted the occupation of their lands.

BOOK REVIEW ´WITH THE POOR PEOPLE OF THE
EARTH
A Biography of Doctor John Creaghe of Sheffield and Buenos
Aires´
By Alan O´Toole 1982, Kate Sharpley Library 2005 1st English

This 32-page pamphlet dissects out the life and times of Dr. John
Creaghe, one of those anarchist militants who ´held their
anarchist convictions however fruitless their efforts may seem´.
After attempting to give a potted history of anarchism and the
anarchist movement, O´Toole wades into his essay on the life of
´one of the most able propagandists and organisers in the
anarchist movement of three countries´. Unlike Malatesta,
Bekunin, Goldman, Kropotkin and Berkman, few of Creaghe´s
essays and articles were ever translated into English. He is one of
those countless hordes that devoted their lives to the idea, whose
contribution to anarchism died with them. In Vanzetti´s words, he
has become ´nameless in the vast crowd ones´. It´s
appropriate that his life be retold by the Kate Sharpley Library, an
anarchist information centre publishing house that has been named
after an unknown English anarchist who devoted her life to the
cause. The pamphlet examines Creaghe´s early life!
  1841-1874. Born in Ireland in 1841, he became a member of the
Royal College of Surgeons in Ireland in 1865. He migrated to
Boston Massachusetts soon after. At the age of 33 he turns up at
Navarra, a small town in the province off Buenos Aires in
Argentina. For the next 16 years, this impressively qualified man,
found he had to deal with the poverty he´d left behind in Ireland.
Fighting to provide medical services in a society where poverty was
the chief cause of disease, Creaghe slowly turned towards the
revolutionary forces that were growing in Argentina. In 1888, he
began to publish a journal called La Verdad (The Truth). Malatesa
who lived a few miles from Creaghe seems to have had a profound
influence on him. On the 19th Sept 1890, he pulled up roots and
moved to Britain. Alan O´Toole has a major problem
documenting the life of Dr. Creaghe, source materials are few and
far between so he fills his account of Dr. Creaghe life with stories
about what was happening in the !
 places he was working in, weaving the good doctor´s life into his
essa
y. This changes when he moves to Britain as O´Toole has access
to excellent source material. This material allows him to devote half
the pamphlet to Creaghe´s influence within the British anarchist
movement from 1890-1893. Creaghe found he was working in a
movement that was riddled with police spies and was in decline.
Influenced by his life in Argentina, he published his ´Appeal To
Criminals´ while in Britain, supporting the belief that crime was
´propaganda by the deed´. He soon found he was isolated in
British anarchist circles and returned to Argentina in 1893. When
he returned to Argentina, he found the anarchist movement of
´pivotal importance´ to working class resistance. Creaghe threw
himself into revolutionary work in Argentina. He established La
Protesta, the major newspaper of revolution in Argentina. ´It´s
establishment and contribution was probably Creaghe´s greatest
single contribution to the politics of revolution´. In 1911 he moved
to the US and went to live !
 in Los Angeles, he joined the editorial board of Regeneracion, the
chief organ of revolution in Mexico and reported on the Mexican
revolution. In his early 70´s, he campaigned fearlessly for
anarchism, dying at the age of 78 in poverty in Washington. This

PERSONAL OBSERVATION
Everyday, tens of thousands of Australians jostle to find a car park
so they can enjoy the delights of post industrial nirvana land. Better
than any old fashioned pirates treasure trove, everything in one spot
- food, jewellery, entertainment, whitegoods, furniture, electrical
goods, gifts, heaven on a stick. There is only one problem, if you
use public transport, you´re limited in the goods you can drag
back to your cove, its expensive to get all those bargains home
delivered and it could take a day or two before you´re able to rip
off the wrapping and enjoy the delights of your religious
observances in Westfield´s post-modern temple of consumption.
No worries, be happy, she´s right mate, we´ve got the answer,
just jump into your 4-wheel chariot and make your way to the
colosseum. Only one problem, everybody else has the same idea.
Like hungry sharks in search of a kill, the cars disgorge their
offspring anywhere they can and then the driver begins the serious
task of findi!
 ng a parking spot. That woman pushing the trolley, just follow her,
she´ll get to her car sooner or later. The only problem is the
circling sharks are positioning themselves for the kill, 5 cars, 1
parking space - a recipe for collective grief. Now I hate to admit it,
but I´m normally a Saturday devotee to the fine art of grabbing
what I need for the next week in one of Westfield´s temples of
consumption. Convenience is the name of game, instead of
spending hours looking for this or that, run in, grab what you need,
get on with life. The only problem is that it´s taking longer and
longer to park the chariot, the time saved by worshipping at
Westfield´s temple is precariously linked to the time lost trying to
find a temporary home for the chariot. Today´s different, the
parking Gods are on my side, after wandering through the sub
terrain grotto in search of a spot, I head for the rooftop park
reserved for the centre´s workers. The boom gate is up, praise be
to the parking Go!
 ds, I gun the chariot up the incline, years of devotion have finally p
aid off, I can´t believe it, it´s life after death, God exists, near the
entrance at the far corner of the car park are empty spaces. I
manoeuvre the chariot to the spot, thanking the parking Gods for
their magnanimous gesture. I have 3 parking spots to choose from,
metres from the entrance. I pull in, jump out, lock the chariot, and
rush over to the door-´LOCKED FOR REPAIRS-USE OTHER
ENTRANCE´. The road to Damascus is littered with obstacles, I
curse the Gods, vowing that I´ll never worship their feet again.

STOP PRESS RUMSFELD-CHANGING HIS TUNE
Like the Russians in Afghanistan, the Americans and Australians
in Iraq are beginning to find out there is a price to pay for occupying
another country. The invasion and occupation of Iraq by the
´coalition of the willing´ has increased the spectre of
international terrorism not decreased it. It has provided a focus and
a justification for the expansion of Muslim fundamentalist in the
Middle East. The struggle in Iraq isn´t a simple one, between
freedom fighters and an occupying force. It´s a struggle that
involves freedom fighters who want to continue the struggle to set
up a secular republic where public services are held by the public
sector and those who want to impose a religious dictatorship. It´s
a struggle involving 3 different groups in Iraq, the Kurds, Sunni and
Shia Muslims. They all want to control their own affairs without the
spectre of one of the other groups dominating them. It´s a
struggle that has seen Muslim fundamentalists gaining a greater
toehold in a s!
 ociety that was essentially secular. All these forces are building
their own militias, some are co-operating with the occupation
forces in an attempt to strengthen their position, and others are
involved in a struggle to prevent the fledging government from
exercising its authority in the region. Rumsfeld is right, the
´coalition of the willing´ cannot beat the insurgency through the
use of force alone; they need to be able to draw more and more
people to political tent. They will not be able to do this because the
rhetoric doesn´t meet the reality faced by most Iraqis. It´s
possible that the best solution to the current crisis is for the creation
of three independent States in the region. The US lack of progress
in Iraq is tied in with their reasons for the invasion. Iraq was
invaded to put the vast oil wealth in the country at the disposable of
the US military industrial complex. It wasn´t invaded to bring
peace and prosperity to the region. While the US continues its pro!
 gram of privatising State assets and using the oil revenue to enrich
t
hose private US based corporations that now controls the Iraqi
economy, the chances of any long lasting solutions are
non-existent.

THIS WEEK - focus on mental health & detention centres.
A Fed Court judge has ruled 2 men's mental illness was mainly
caused by their being held at Baxter detention centre & the
Immigration Dept failed in its duty of care. Justice Paul Finn agreed
with 3 independent psychiatrists the Baxter environment was the
primary cause of 2 detainee's mental illness & that keeping them
there condemned them to ongoing injury. The director of NSW
Institute of Psychiatry, Dr Louise Newman, has attended the men
& says they´re some of the longest-term detainees in Baxter. "As
is entirely expected, [they] were suffering from quite significant
degrees of depression," she said. She says the detainees have
displayed some symptoms of post-traumatic stress disorder. "&
their condition has been steadily deteriorating over the time of their
detention," she said. Dr Newman says the detainees are often not
recognised as being seriously depressed or mentally-ill. "We've
seen that in the case of Cornelia Rau," she said. "They´re
certainly not treated adequat!
 ely in terms of the standard interventions for the treatment of
depression. "So what we tend to see is people who become
progressively more disturbed, some people becoming suicidal,
some people engaging in self-harming behaviours." Dr Newman
says that if behaviour is seen as a problem by the management of
the detention centre, people are dealt with using "really out-of-date
psychological behavioural management techniques", incl solitary
confinement. "I think the consensus of opinion amongst
psychiatrists would be that [solitary confinement] actually makes
someone worse," she said. Justice Finn ruled the effect of the case
was the Immigration Dept had breached its duty of care. "It was the
C´wealth's duty to ensure reasonable care was taken of [the 2
men] who, by reason of their detention, couldn´t care for
themselves," he said. "They didn´t have to settle for a lesser
standard of mental health care b/c they were in immigration

 Govt has admitted that it mistakenly deported a mentally ill Aust
citi
zen as an illegal immigrant 4 years ago & is now unable to find her.
The woman is understood to have been deported back to the
Philippines. However the govt hasn´t released any details of the
case, claiming the woman's family doesn't want it. So far, the Govt
has admitted 33 cases of possible wrongful detention of either Austs
or foreigners holding valid visas, over a 7-month period. The Govt
has now extended its review to cover nearly 3 years & it´s
understood to be looking at more than 100 cases. (Source: ABC
News website) The Immigration Dept has been accused of
endangering the mental & physical health of a toddler, who´s born
at Sydney's Villawood detention centre. A leading child psychiatrist
has told the ABC the girl, who turned 3 today, urgently needs a
nurturing environment. Dr Michael Dudley, from Sydney's
Children's Hospital, says the girl, Naomi, has deteriorated to the
point where she bangs her head against the wall, is constantly
anxious & is also often mute & u!
 nresponsive. He says refugee advocates have been negotiating with
the Dept of Immigration for 5 months to allow the toddler & her
mother access to a playgroup outside the detention centre. He says
the dept's inaction is taking a terrible toll. "She's spent all her life in
immigration detention where there's traumas & losses," Dr Dudley
said. "I guess she's had very little opportunity to interact with peers
& teachers on a regular basis." The Dept of Immigration is yet to
