the north). The Cohesion Fund, in fact, fed by state and European funds, 
should have the aim of implementing policies for the development of 
economic, social and territorial cohesion and the removal of economic 
and social imbalances within the European Union. But the government 
thugs saw fit to divert them towards an all smoke and fire project, that 
is, divide them among the friends of the contracts and subcontracts for 
the land works of the phantom bridge, selling this as the element of 
"cohesion and development" so expected from the South. The funds from 
other southern regions also ended up in the North, destined for the 
"transition 5.0" plan which provides subsidies to companies (almost all 
located in the north) thanks to the interest of the centre-right 
ministers, reversing that percentage which only 20% was allocated to the 
North.

For this reason, we don't even trust the term "development", which has 
only meant exacerbating the underdevelopment and territorial marginality 
of the South and developing the capital of national and multinational 
companies and channeling southern resources towards the rich regions of 
the Center and North.

This is just one aspect, and not even the most grim, of what 
differentiated autonomy means for the southern regions, and for Sicily 
which already boasts an autonomy built for the use and consumption of 
Christian Democratic and political clientelism and colonialism. northern 
capitalist with puppets located locally at its service and well paid for 
this.

The autonomy of the rich is almost a fait accompli; arises from that 
"Northern Question" which in the last thirty years has outclassed the 
Southern Question, not only due to the virtue of the Northern League, 
but also due to the laziness of the left which has chased the Northern 
League members on their ground, selling out and giving away the rights 
of an increasingly distant South. Suffice it to mention the 1999 
Bassanini reform on administrative federalism, which blocked 
inequalities between areas of the country. And it is no coincidence that 
the jumble of Northern "governors" lined up for differentiated autonomy 
also saw in the front row elements such as Stefano Bonaccini from 
Emilia-Romagna, now number two in the PD.

The South and Sicily will emerge with broken bones in all the main 
sectors in which they already boast absolute and unbridgeable negative 
records: healthcare, social services, infrastructure and transport 
(Sicily has 472 daily train trips compared to 2,173 in Lombardy), 
education, work (in Sicily only 30% of women have a recognized job, 
compared to an average in Northern Italy which is approximately double).

They told us that the LEPs (Essential Performance Levels) will be 
implemented in parallel to quantify the real social needs of the 
territories, and some among the progressives have traded them as the 
condition for the green light for differentiated autonomy. But what 
essential levels are we talking about if there hasn't been a provision, 
let alone one, that has influenced the depopulation of the southern 
regions and emigration, especially among young people; on 
deindustrialization (which should have been replaced by reclamation and 
reconversion); on the healthcare disaster, which has accumulated over 
the years and is now irrecoverable; on the corruption of the 
political-administrative system. Not to mention the wicked choices to 
make Southern Italy and Sicily in particular the international energy 
hub, i.e. the dumping ground of fossil and so-called renewable 
multinationals. And we could continue, also talking about SEZs (Special 
Economic Zones), which have never taken off, or are just about to do so 
in very few areas (this involves the creation of areas to facilitate the 
development of businesses under particular favorable conditions). There 
would be many things to say on the merits, but for now we limit 
ourselves to noting how the Meloni government has just modified the 
decentralized SEZs by constituting a single SEZ for the whole of 
Southern Italy, carrying out an act of mere political centralization 
under the aegis of the prime minister's office. , aimed at controlling 
the disbursement of funds in the various territories. An act consistent 
with the totalitarian vocation of the fascist-League coalition, as well 
as to be read from a clientelistic perspective.

We should steal the words from a (Sicilian) comedian like Fiorello, who 
in commenting on differentiated autonomy, added: "differentiated? so we 
throw Sicily into the garbage." Because the differentiated regions will 
end up in the most smelly garbage, i.e. discriminated against, treated 
differently, or in the secular wake of tricolor colonialism.

Let's say it again: we don't trust the political class and we never 
will; these people are not part of our camp. Recently the Trinacria 
Movement criticized Minister Nello Musumeci because he denied the 
governor of the island Schifoso the national state of emergency for last 
summer's fires, which caused extensive damage and even deaths (but at 
the end of the month the government granted a limited contribution of 6 
million out of the 300 requested, arousing the satisfaction of both 
Musumeci and Schifoso); the boys from Trinacria defined Musumeci not as 
a true Sicilian, but as a traitor. Here is the ideological error that is 
also made: when a politician is defined as a traitor it is implied that 
before that moment or that act hopes and expectations were placed in 
him; that is, he was considered "one of us", but then he betrayed. 
Because whoever cheats has been on your side before. We think 
differently: Musumeci, Schifani the Filthy and all their cronies are not 
traitors, because they have always been in the opposing camp, on the 
side of the powerful and the bloodsuckers, and in our project of change 
there has never been nor ever it will be a modicum of space for this 
rabble, for the class of the powerful, the mafiosi, the rich. Even if 
they were born and lived in Sicily, they are not Sicilians, but eternal 
enemies of the Sicilian people, which is made up of those who live in 
this land, even if they only arrived there yesterday; by those who sweat 
and toil in this land; by those who love it and want it free from 
military bases, toxic industries, energy mortgages, mafias and 
colonialism. This is our field, the one that must defend, today and 
immediately, this land from the new assaults of the usual colonialism.
